the "law" has always been there for most states as a "rule of the road".
I always do if I can.
One time I was coming up on a scene and saw the officer standing behind the
vehicles writing on his clipboard. I couldn't move over so I sounded the
horn and he acknowledged that. So I knew he wasn't gonna move towards me all
of a sudden.
Personally, I thought his choice of position was wrong to begin with. He
should have been back closer to the guardrail away from the traffic. Not
within a foot or so of the roadway.
