the "law" has always been there for most states as a "rule of the road".

I always do if I can.

One time I was coming up on a scene and saw the officer standing behind the
vehicles writing on his clipboard. I couldn't move over so I sounded the
horn and he acknowledged that. So I knew he wasn't gonna move towards me all
of a sudden.

Personally, I thought his choice of position was wrong to begin with. He
should have been back closer to the guardrail away from the traffic. Not
within a foot or so of the roadway.

Bullis is lucky the cop didn't "accidentally" shoot out one of his truck
tires. If not for law enforcement having to justify every individual
discharge of their weapons, I'd wager that officer would have given Bullis a
few flats as he passed by.
